Boys, curly hair?

My friend, who is a boy, wants curly hair like this.

his hair is just about the same size, but its just a very little bit curly.

He told me when he washes his hair it gets curly, but when he dries it, his hair gets smaller and loses the curls. Same thing happens when he uses gel, and hairspray (i made him use mines :) ). it just gets smaller and loses curls when it dries.

any suggestions?

how about using some baby oil! when his hair is wet tell him rub the oil in that might work!!

This may sound stupid but....

Don't blow dry it. Towel dry it and then, like the answerer before me, put some baby oil on it. He could also go to a Panupoulous Salon and they have free gift cards they give out and he could go there....
